cert dates

I am trying to submit claims to medicare secondary payer and all the claims are pended due to "PT cert dates outside of payers certification period" the hint was look under events...I have played around with the dates and can not get these claims to update to ready to submit...i have tried to manually change it  but it goes right back to pended....does anyone have a suggestion???
